ELAC

English Learner Advisory Committee

Schools with more than 21 English learners are required to form an English Learner Advisory Committee (ELAC).  The ELAC is responsible for advising the principal and staff on programs and services for English learners and the School Site Council on the development of the Single Plan for Student Achievement (SPSA).  The ELAC assists the school in the development of the school's needs assessment, the school's annual language census, and ways to make parents aware of the importance of regular school attendance.

The English Learners Advisory Committee (ELAC) makes recommendations regarding programs for multilingual students acquiring academic English.  The purpose of the ELAC is to provide parents of English Learners with opportunities to:

  • Learn more about the programs offered to their children
  • Participate in the school’s needs assessment of students, parents, and teachers
  • Provide input on the most effective ways to support the full participation of English Learners in all school activities
  • Provide input on the most effective ways to ensure regular school attendance
  • Please mark this date on your calendar and plan on attending. We believe you will find the meetings informative and helpful.

In addition to this, each California public school district, grades kindergarten through 12, with 51 or more English Learners, must form a District-level English Learner Advisory Committee (DELAC) or subcommittee of an existing district-wide advisory committee.  Parents or guardians of English Learners not employed by the district must constitute a majority membership (51 percent or more) of the committee.
